VSA 5.1.1 to 5.1.3 upgrade fails

I'm trying to upgrade 5.1.1 to 5.1.3

Acording to the manual I first upgraded the VCENTER and then when I rung the upgrade I recive an error "could not stop the service"

This is what I found in logs

In my case the name of the service is VSAClusterService-5.1.1 and not VSAClusterService

It looks similar to this post http://communities.vmware.com/thread/424021?tstart=90

Any idea how to fix this?
