I am attempting to install the second SSO server in multisite mode and its hanging on the "vCenter Single Sign On Type" screen after i click "next"

the vim-sso-msi log file says:

I have let this step wait for over 60 minutes and it never gets past this screen.
Any suggestions or ideas?
