It is possible to run Workstation guests nested under Hyper-V using binary translation only for the nested guests. However, since Hyper-V does not virtualize VT-x or AMD-V, it is not possible for Workstation to use those technologies when running under Hyper-V.
If you would like to run nested guests under Workstation under Hyper-V, the following procedure should work:
1. Disable the Hyper-V role so that the Workstation installer won't complain.
2. Install Workstation.
3. Re-enable Hyper-V.
4. Add the following configuration option to the nested guests you would like to run under Workstation:
vmx.allowNested = TRUE
You should then be able to run any 32-bit guests nested under Workstation under Hyper-V using binary translation. Performance will suffer, as in any nested virtualization scenario.
