Make adding Custom attributes mandatory on VM creation

Hi all,

We have a procedure where all VM's have custom attributes added which denote:

The Owner

The VM Purpose

A ticket reference for the creation

Any extra information.

Is it possible to make the adding of custom attributes a mandatory step when creating a new VM so the VM won't create without them being added?
